Ryan continues to always answer at his party's call.

Of 29 party line votes last week, Ryan was 29 for 29.

 

Most of the week, House Republicans spent their time seeking to give Big Oil companies the right to

drill wherever they wanted, including the Gulf of Mexico, with virtually no real oversight.

 

HR 1231 - Reversing President Obamas Offshore Moratorium Act (May 12)

** Votes against Connolly (VA) amendment to clarify that new offshore drilling would not conflict with

military operations. (RC 312)

REPUBLICANS PUT THE INTERESTS OF BIG OIL AHEAD OF NATIONAL SECURITY INTERESTS, 216-17.

 

- Ryan votes for passage of HR 1231 (Republicans 222-9, RC 320)

- Votes Against Rush Holt (NJ) motion to recommit stating that all oil produced under the new leases

should be reserved for domestic use, not sold overseas. Republicans vote NO 1-231. (RC 319)

- Votes against Inslee (WA) amendment stating the Governor and legislature of Washington should have

final say over overshore drilling off Washington. Republicans vote NO 220-10 (RC 318)

- Voted against Thompson (CA) amendment banning drilling off the shore of Northern California.

- Voted against Tsongas (MA) amendment to require that all applicants for a drilling permit under a

lease issued under H.R. 1231 would have to submit a worst-case scenario oil spill containment and

clean-up plan. Republicans vote NO 215-15. (RC 315)

- Voted against Markey (MA) amendment which would raise $2 billion through renegotiation of royalty

free leases. Republicans vote NO 223-14. (RC 313)

 

HR 1229 - Putting the Gulf of Mexico Back to Work Act

(Yes, they really named it that; May 11)

Despite its title, this is a multi-billion dollar giveaway to the Big Oil companies.

- Ryan votes for passage of HR 1229 (Republicans 235-0, RC 309)

- Votes against Connolly (VA) recommit which would probit drilling permits to companies which have been

required to pay civil or criminal penalties from receiving a permit until they have paid off the

penalties incurred. Republicans vote NO 235-1. (RC 308, May 11)

- Votes against Polis (CO) amendment to lift timeline requirements if the agency lacks an adequate

budget or lacks staff expertise to properly review permits. Republicans vote NO 236-1. (RC 304, May 11)

- Votes against Holt (NJ) amendment which would keep the regular timeline in place until safety and

environmental reviews are completed (RC 303, May 11)

- Votes against Hanabusa (HI) amendment denying permits unless a company has calculated a worst-case

scenario for their proposed operation. Republicans voted NO 224-10. (RC 302, May 11)

- Voted against amendments by Markey (MA) and Garamendi (CA) attempting to implement the

recommendations of the BP Spill Commission. Republicans vote NO (RC 300, 301, May 10)

 

The House also passed the Intelligence Authorization Act (HR 754) May 13. While the bill passed on

non-partisan lines there were several interesting amendments:

 

- Jerrold Nadler (NY) moves to recommit to require that the head of each element of the intelligence

community to place the highest priority on funding activities  that will contribute to the continued

disruption, dismantlement and defeat of remaining al Qaeda terrorists and affiliated organizations that

threaten the national security of the United States. REPUBLICANS VOTE NO, 228-0. (RC 328, May 13)

- Voted Against Carney (DE) amendment to require that rail and subway transportation should be included

in transportation security plans for intelligence agencies. Forgetting the Madrid bombing and London

subway bombings, Republicans vote NO, 40-187. Ryan votes NO. (RC 326, May 13)

- Voted against releasing information the CIA has on human rights violations committed by the Argentine

government during the "Dirty wars" of 1976-1983. Republicans vote against discovering the truth about

war crimes in Argentina, voting NO 18-207. Ryan votes NO. (Hinchey Amendment, RC 325, May 13)

 

RYANWATCH - MAY 2011 - WEEK 1

Party Line Votes: 20 (Ryan 20-20; 100%)

 

After a two week break, Congress is back and still bad as ever. What was on the agenda for the first week of May?

 

Republicans voted to:

- Impose draconian restrictions on the right to have an abortion, including allowing the IRS to spy on victims of rape and incest

- End funding for school based health care centers

- Eliminate funding for health care exchanges by THE STATES (so much for states rights)

- Massive giveaways to big oil companies (AGAIN)

- Name a post office in Ardmore, Oklahoma

 

* Voted to increase taxes on small businesses if they wish to provide their employees with insurance coverage that includes abortion coverage. One of the most draconian anti-choice measures ever passed by the House. (HR 3, RC 293, 286, May 4)

 

* Voted against Speier motion to recommit, which would have prohibited the federal government from spying on the medical records of victims of rape and incest

(HR 3, RC 291, May 4)

 

* Voted to eliminate funding for school based health care centers, despite the fact they are extremely efficient, cost effective and provide needed medical services to millions of students

- In several votes, voted against looking at whether school based clinics are needed, and voted against informing the public about the impact of closing school clinics

* Voted to repeal mandatory funding provided to States in the Patient Protection and Affordable Care Act to establish American Health Benefit Exchanges. Several states, especially Connecticut, anticipate saving millions in insurance costs through using exchanges. As with school clinics, Republicans refused to examine the costs of implementing their policy, and refused to inform the public about ending the policy. (RC 285, HR 1213, May 3, RC 279 and 280)

* HR 1230 - A massive giveaway to the big oil companies. Democrats tried to improve the bill in several ways; Ryan rejected each of them. (RC 299, 293, 294)

- Rejected the Lujan motion to recommit which would have said the oil must be reserved for domestic use. (RC 297, May 5)

- Rejected Connolly Amendment to ensure that the lease sale off the Virginia coast did not interfere with naval operations and readiness (RC 296, May 5)

- Rejected Rush Holt Amendment to take the lessons of the BP oil spill into account, instead of using outdated environmental impact reports (RC 295, May 5)

House Republicans, on a vote of 235-4, voted to approve Paul Ryan’s blueprint for America that includes:

- Privatizing Social Security for everybody under 55

- Replacing Medicare with vouchers that won’t match health care costs

- Tax cuts for billionaires even larger than the Bush tax cuts

Despite a new role requiring three days of consideration, Republicans pass this bill ten minutes after it is introduced, with only four minutes of debate allowed.

Paul Ryan votes to go along with violating House rules.

Roll Call 9 and 10: Republicans vote on rules for legislation to repeal the Health Care Reform bill passed in March 2010.

Republicans want to:

- allow insurance companies to deny coverage based on pre-existing conditions

- Restore life-time limits and annual caps on insurance coverage

- Strike thousands of students (age 22-26) off their parent's insurance coverage

- Restore the "donut hole", costing seniors millions more on prescription drugs under Medicare D

- Finally, add over $100 billion to the federal deficit, and cost tens of thousands of jobs over the next decade

Paul Ryan votes in FAVOR of this disastrous idea.

Republicans adopt rules package from Fantasyland, which states that tax cuts do not increase the budget deficit. Under the Reublican rules, bills for tax cuts do not have to have revenue offsets, only spending bills do. This is exactly the flawed reasoning which led to the largest deficits in US history under George W Bush.
